Does it have to be an app or can it be a website?

It can be a website, but it has to be a Web App in that case. It means that users should have the ability to download the website. (PWA)
What is that?
Search on google what a progressive web app is
ok, but I dont know javascript I intended on using python flask with html and css

You will need to make the HTML/CSS app separately, then connect a flask api. I can help if you want b/c I have no app ideas at all.
